If this issue does not clear, elections can become null, even preventing party members to legally campaign for their candidacy.

Despite realizing the problem, Saenuri and the Minjoo Party of Korea are refusing to back down from their respective views on the matter.

Speaker Chung Ui-hwa said if both factions fail to reach an agreement by next Thursday, he will use his authority to submit an outline to the constituency demarcation committee. This is not the first time he mentioned about using his right.

Considering that applying for the overseas ballot registry starts on the 24th, the Speaker is saying the National Assembly has to reach a deal on this subject by the 23rd—at the latest.

Speaker Chung's plan is: to first submit a guideline to the mentioned committee. Then the committee will decide in four to five days how to resolve the issue, later handing over the final proposal to the plenary session for a vote.

The overseas ballot registry can be applied for—without an agreement on constituency demarcation—but if the following does get resolved, all has to be re-organized.

To prevent this complication, the Speaker is continuing to pressure both parties but it remains unclear if anything will get concluded.

It is Saenuri's view that they will have to both process service industry development act, terror prevention act, other key bills along with constituency demarcation all at the same time.
