[Special Economy=Eunji Kim]Saenuri and The Minjoo Party of Korea have failed to agree upon the constituency demarcation by the set deadline of December 31st, prompting Speaker, Chung Ui Hwa, to propose a basic criteria for the following topic.
A committee, set up to debate on the matter, met on Saturday, to talk about Chung's proposal but again, could not reach a conclusion, escalating the problem that elections ahead of the party nomination can become null, preventing party members to even legally campaign for their candidacy.
According to Chung's standard, there should be 246 regional seats and 54 seats of proportional representations; with this, the city and district should be re-divided.
Chung put out a deadline that the committee must decide upon their own proposal by Tuesday. At the latest, the committee should evaluate Chung's criteria by Monday and take steps toward finalizing an agreement.
However, the problem is: an agreement continues to stall and the next meeting is not even planned.
Saenuri is saying without processing important bills first, they will not solve this problem, while The Minjoo Party is claiming since the seats of proportional representation have decreased, they should adopt the mixed-member proportional representation.
According to sources, during the last 19th national assembly election, the constituency demarcation was finalized in February, meaning this year, that same time frame can once again become a reality.

[스페셜경제=김은지 기자]지난 연말 여야의 선거구 획정이 합의 되지 못하면서 지난 1일 0시를 기점으로 정의화 국회의장이 선거구 획정 기준안을 제시한 가운데 2일 선거구획정위원회(이하 획정위)는 정 의장이 제시한 기준안의 결론을 내지 못하면서 선거구 백지화 상황이 장기화 될 우려가 높아지고 있다. 정 의장은 지난 1일 0시를 기해 중앙선거관리윈원회 산하 선거구획정위원회에 현행 지역구 246석과 비례대표 의석 54석을 유지하면서 일부 시·군·구 분할을 허용하는 방식으로 내년 총선 선거구 획정 기준을 제시했다. 정 의장은 선거구 획정 기준안을 5일까지 획정위에 획정안을 마련하라고 요청했다. 이 때문에 늦어도 4일에는 획정위가 정 의장의 기준안을 검토해 결정을 해야 된다. 문제는 획정위가 정 의장의 기준안에 대해 합의를 하지 못한 것은 물론 다음 회의 계획 일정조차도 잡지 못했다는 것이다. 지난 2일 획정위는 오후부터 밤 늦게까지 전체회의를 열어 정 의장이 제시한 기준안 대해 논의했지만 별다른 합의를 보지 못했다. '지역구 246석(비례대표 54석)'라는 기본 방침을 확인한 것 외엔 다른 결정을 내리지 못한 것이다. 획정위가 정 의장이 제시한 기준안에 합의를 도출해내지 못한다면 ‘선거구 부재’라는 사상 초유의 사태가 정기화 될 수 도 있다. 여당은 쟁점 법안 처리 없이 선거구획정 문제를 해결하지 않겠다는 입장인 반면, 야당은 비례대표 의석수가 줄어들었기 때문에 연동형 비례대표를 도입해야 한다고 주장하고 있다. 국회 관계자들은 지난 19대 총선 때 선거구획정이 2월 말에 이루어진 것을 언급하면서 올해도 구정이 지나 선거구획정이 결정될 것이라고 전망하고 있다. |
